Check the National Weather Service rip current risk level for your beach on the morning you plan to swim, then match it against the flag flying at the lifeguard stand. NOAA's national rip current forecast model, launched April 5, 2021, predicts that risk up to six days ahead on an hourly basis, which means the check takes a minute and can be done from the rental porch.
That two-step habit is easy to get wrong in both directions. A calm-looking sea can carry a high risk day; a choppy one can be posted low. The forecast and the flag are two different instruments, issued by two different kinds of authority, and they work only when read together.
What Is a Rip Current, Exactly?
The National Weather Service describes rip currents as currents of water flowing away from the shore at surf beaches, extending through the surf zone and past the breaking waves. They form, per NWS, when waves break near the shoreline and pile up water between the breakers and the beach; that water returns seaward as what the agency calls a narrow jet moving swiftly away from shore.
The dimensions matter for anyone trying to spot one. NWS puts width at as narrow as 10 or 20 feet, though some may be up to 10 times wider, and notes they sometimes extend for hundreds of feet beyond the surf zone. Speed is the part that surprises swimmers: rip currents have been measured to exceed 5 mph, and in extreme cases reach 8 feet per second, which the agency describes as faster than the speed at which an Olympic swimmer can swim a 50-meter sprint.
NOAA oceanographer Gregory Dusek, quoted by NOAA's National Ocean Service, has said rip currents account for an estimated 100 deaths in the United States each year. This is not an exotic hazard confined to big-surf days; it is the ordinary hazard of an ordinary surf beach.
Where the Risk Level Comes From
Before 2021, the risk level a beachgoer saw was a hand-built product. NOAA's National Ocean Service notes that forecasters previously predicted rip currents only a day or two into the future, and could manage a large section of ocean twice a day. The national model changed the cadence rather than the concept: it draws on wave and water level information from NOAA's Nearshore Wave Prediction System and expresses the result as a 0 to 100 percent probability of dangerous rip currents, the same way a forecast expresses a chance of rain.
Coverage is broad but not universal. Per NOAA, the model spans a majority of the U.S. East and Gulf Coast and portions of California, Hawaii, Guam and Puerto Rico, with expansion planned. Where it does not reach, the local lifeguard service is the authority.
What Low, Moderate, and High Actually Mean
The three-tier language on the forecast page is more specific than it looks, and the definitions are the National Weather Service's own.
- Low risk. NWS describes conditions as safe to swim near lifeguards, while noting that threats remain near structures such as jetties and piers.
- Moderate risk. Per NWS, life threatening rip currents are possible, and entry is advised only for experienced swimmers.
- High risk. Per NWS, life threatening rip currents are likely, and the agency's framing is blunt: conditions are dangerous even for Olympic level swimmers.
Note what moderate is not: the agency's own threshold is that a life-threatening current is possible, which is why the sensible reading of a moderate posting is to stay within standing depth or wait for the next update.
What Do the Beach Flags Mean?
Flags answer a different question. The forecast describes the water along a stretch of coast; the flag describes what the people watching this particular beach are seeing right now. The Alabama Department of Public Health, publishing the United States Lifesaving Association's guidelines in a July 19, 2024 notice, sets out the standard colors; USLA established the system in 2004, building on international standards from the International Life Saving Federation.

Two flags are worth memorizing before a trip. Double red is a closure, not a caution, and swimming through it is a violation of the managing authority's rules wherever it flies. Purple carries no drowning information at all; it can fly on a flat, low-risk day and simply reports marine life.
Why Lifeguard Hours Matter More Than the Calendar
The single strongest variable in a swim plan is whether anyone is watching. At Cape Hatteras National Seashore, the National Park Service staffs lifeguards from Memorial Day through Labor Day at five beaches: Coquina Beach, Rodanthe Beach Access, Old Lighthouse Beach, Frisco Beach, and Ocracoke Beach. A May 21, 2021 seashore news release gives the staffed hours as 9 a.m. to 5 p.m.
That window is narrower than the beach season a traveler imagines: warm water in mid-September at a national seashore is unguarded water. The park's instruction, on its safety page, is to swim at a lifeguarded beach and always swim with a buddy, and to check the daily NOAA rip current hazard forecast first. The 2021 release adds the plainest rule in the subject: if in doubt, don't go out.
What Should You Do If You Are Caught?
The National Weather Service advice is to remain calm to conserve energy and not to fight the current. To escape, NWS instructs swimmers to swim across the current in a direction following the shoreline, and, once out of the current, to swim and angle away from the current and toward shore.
For bystanders, the guidance is equally specific: alert lifeguards, throw the rip current victim something that floats, and do not become a victim yourself.
